North Carolina Sports Betting History

Longstanding agreements with North Carolina’s tribal casinos were the first hurdle new sports betting laws needed to overcome. There were laws in place that have continued as a roadblock to North Carolina adding online sports betting in the foreseeable future.

Despite a list of antiquated laws against gambling, most felt sports betting legislation in North Carolina wouldn’t be difficult to pass. North Carolina has a history of more relaxed gambling attitudes.

There were laws in the Tar Heel State from the Colonial Era that made various forms of gambling legal. In the early 1800s, there were over 60 legal lottery-type games in North Carolina.

As the case was in many states, there were those who deemed gambling in any form to be evil. Through the ardent persistence of anti-gambling forces, all lottery games in North Carolina were banned by 1835.

It would take over 100 years to change even the most basic laws, and these only allowed bingo-type games. A collection of individual laws were passed in 1979. These amendments made it legal for non-profit organizations to operate bingo and charitable raffles in North Carolina.

However, it would be another 25 years before North Carolina launched a state-run lottery. The U.S. Federal Government passed The Indian Gaming Regulatory Act in 1988. This opened the door for casino gaming in North Carolina. Two Harrah’s casinos were opened in western North Carolina.

While this helped smooth over public sentiment against other forms of gambling, it turned out to be a hurdle for sports betting hopes, but it ultimately worked out okay.

North Carolina became the 17th U.S. state to allow for sports betting thanks to the signing of Senate Bill 154. Retail sportsbooks began opening in the summer of 2019, with Caesars Sportsbooks available at Harrah’s River Casino and Harrah’s Cherokee Casino. The signing of House Bill 347 in June of 2023 would allow for the future launch of online sports betting. May 14, 2018: The federal ban on sports gambling is ruled unconstitutional by the U.S. Supreme Court. By a 7-2 margin, the court said that The Professional and Amateur Sports Protection Act of 1992 conflicted with the 10th Amendment to the U.S. Constitution.

April 6, 2019: The initial step to legalize sports betting in North Carolina was completed, as the Senate passed a bill to allow sports betting at tribal casinos. There was no provision for online sports betting included in the original legislation.

July 19, 2019: By a 90-27 vote, the North Carolina House passed Bill 154.

July 26, 2019: North Carolina Gov. Roy Cooper signed Bill 154 into law.

Dec. 3, 2020: The final agreement for an amended compact with the Eastern Band of Cherokee Indians was reached and signed by the governor. The federal government has 45 days from this date to grant final approval.

Jan. 17, 2021: Earliest date that North Carolina could announce the opening of the two sportsbook facilities. There is anticipation that the process will be finished prior to the Super Bowl.

March 18, 2021: Harrah’s Cherokee Casino and Harrah’s River Casino start offering sports betting options. 

March 16, 2023: A new sports betting bill was filed that would legalize online sports betting – HB 347.

March 30, 2023: HB 347 – the online sports betting bill – passed through the House on a 64-45 vote.

Jan. 14, 2024: Gov. Roy Cooper again says he hopes online sports betting will launch before March Madness. The North Carolina Lottery Commission gives applicants until Jan. 26 to submit requests for interactive sports wagering licenses.

Jan. 23, 2024: Underdog Sports and McConnell Golf complete a North Carolina sports betting deal. McConnell operates Sedgefield Country Club, the home of the PGA Tour’s Wyndham Championship.

Jan. 24, 2024: The North Carolina Lottery Commission announced March 11, 2024 (12 p.m. ET) would be the date and time approved online sportsbooks will launch.

Feb. 21, 2024: Deputy executive director of gaming compliance and sports betting Sterl Carpenter confirms that seven additional provisional supplier licenses have been approved ahead of the scheduled March 11, 2024 launch. Fourteen licenses have been awarded to this point.

March 1, 2024: Pre-registration launches in the state.

March 11, 2024: North Carolina online sports betting officially launches at 12 p.m. ET Monday with eight sportsbook apps going live.

March 27, 2024: The North Carolina Education Lottery Committee released figures showing projected revenue and winnings from the first week of legal sports betting in the state. A total of $198.1 million was wagered with $141 million paid out in winnings. The state would garner $42.7 million in taxes.
