Is Sports Betting Legal in Minnesota?

Sports betting is not legal in Minnesota.

Recent legislative efforts suggest that sports betting legalization is possible in Minnesota soon. Still, lawmakers have yet to agree on how it will get done with respect to the state’s tribes. Efforts were made early in 2023, but nothing materialized.

In 2024, new bills are being reviewed. A sports betting bill was submitted Jan. 12 and formally proposed Feb. 12, the start of the 2024 legislative session.

Meanwhile, daily fantasy sports is operating in the state without regulation. Social sportsbooks are also available.

Here’s a brief look at Minnesota’s most recent march toward sports betting in the state.

  • May 10, 2024: HF 5274, submitted with language from prior legislation by Rep. Zack Stephenson, is put forth in an attempt to get sports betting on the books before the May 20 close of the legislative session.
  • April 5, 2024: Sports betting bill SF 5330 is filed, raising tax rate to 40%.
  • March 15, 2024: Sports betting bill SF 1949 is amended, increasing tax rate to 20%.
  • March 6, 2024: An amended sports betting bill, removing in-game betting, is offered.
  • Feb. 26, 2024: Bill HF 2000 , brought back by Rep. Zack Stephenson, advances through House.
  • Feb. 15, 2024: Minnesota Gov. Tim Walz proclaims he would sign a sports betting bill if approved by House and Senate.
  • Jan. 12, 2024: State Sen. Jeremy Miller announced an updated sports betting bill that will be discussed at the start of the legislative session on Feb. 12.

When Will Sports Betting Launch in Minnesota?

There is no timeline for legal sports betting in Minnesota. It’s possible that it gets legalized this year. It typically takes several months to get a market up and running, so in the best-case scenario, sports betting would come to Minnesota in 2025.

Right now, an active piece of sports betting legislation has been proposed to the state’s lawmakers. No discussions have been had on it.

Until then, Minnesotans could travel to neighboring states like Indiana or Ohio to place sports bets or play DFS or standard casino games. The legal betting age to bet at a casino is 18.

Minnesota Sports Betting Overview

Minnesota sports betting has had several attempts at legalization since the overruling of PASPA by the Supreme Court in 2018. This gave states the right to legalize sports gambling on their terms.

Minnesota has fallen short on various attempts to legalize in the state. The most significant reason is the differences between the state and the tribal lands in which gambling happens. The major backers of commercial sports betting are American sportsbooks and professional teams throughout the state, while the major opposers are tribes. However, approval of both is required per the Tribal State Gaming Compacts of Minnesota.

Eleven tribes in Minnesota have previously expressed their concern about bringing sports betting to the state, and until February 2022, legalizing the activity seemed completely impossible. Opposition seems less adamant nowadays, but compromises still need to be made. 

There are currently 18 tribal casinos within Minnesota, and those must be a part of any sports betting legislation to pass. Almost all attempts thus far have included in-person sports betting at these casinos, with online operators able to enter the state through licenses handed out by said casinos.
