Colorado Sports Betting Legal Timeline
Colorado’s lawmakers passed Proposition DD in 2019, and Colorado voters approved the bill in November. Regulations and oversight of Colorado’s sports betting was handed to the Colorado Division of Gaming.
Once the legal framework for how taxes would be applied to sportsbook operations and what the fees and tax rates on revenue would be, Colorado was ready to launch. The happy day for Colorado sports’ fans occurred on May 1, 2020.
The physical sportsbooks in Colorado’s legislation kept them concentrated in the two primary areas that housed the state’s casinos. With a partnership at a casino facility that earned approval to house a sportsbook, online sportsbook apps were also open to launch.
The revenue at the brick-and-mortar locations was drastically limited by the circumstances surrounding safe operations. However, the mobile apps started with modest revenues as well. Most of the reason was directly related to the limited number of active sports leagues.
Fewer games meant fewer betting options. However, as professional baseball and basketball kicked off shortened seasons, revenue for Colorado sports betting began to grow. In August, sports betting produced the best numbers yet.
After four full months of legal sports betting, Colorado was still falling short of expected revenue generation. The opening of the NFL season and the push for the MLB playoffs changed that. With one of the most enthusiastic professional team fan bases in the country, Denver Broncos fans were certainly helpful in this positive shift of good fortune.
Colorado Sports Betting History
Colorado’s efforts to bring sports betting to the Centennial State had bipartisan support in the legislature. Two Democrats and two Republicans sponsored Colorado HB 1327. The Bill was introduced in April 2019 and navigated its way through the general session with few problems.
The majority of the discussion was over the disbursement of revenues. Many states had automatically attached sports betting revenues to their state’s education fund. However, Colorado’s lawmakers felt it better to distribute much need monies elsewhere.
Most lawmakers, who held even modest reservations against sports betting, came on board when with the proposal to use a portion of sports betting revenue for creating a state water plan fund. After barely a month of discussion, HB 1327 was presented for a vote.
Support for sports betting in Colorado was overwhelming from elected officials. The bill passed the Colorado Senate by a 27 to 8 vote. The governor signed the bill one week after it was presented on his desk by legislators.
The next step in the process was Colorado voter approval. Ironically, this final and ultimately necessary step was harder than getting the bill through the senate and endorsed by the governor.
While there seemed to be an enormous amount of vocal support behind legalizing sports betting in the state, Colorado voters approved HB 1327 by less than a 3 percent margin. Colorado sports betting just needed 1.2 million votes for legalization, with the betting bill winning by about 20,000 votes. Regardless of the narrow victory of the bill, sports betting was now legal in Colorado.
Key points in the bill were immediately implemented. Regulations, tax rates and application requirements would be overseen by a newly created governing body. The Colorado Limited Gaming Commission (CLGC) was created as a sub-division of the Department of Revenue.
The CLGC would allow the approval of 33 sports betting master licenses to be restricted to Colorado’s three casino locations in Black Hawk, Central City and Cripple Creek. Through these approved brick-and-mortar locations, online sportsbook apps could partner and secure a license to provide online sports betting to Coloradans.
All total, there were six different classifications of sports betting licenses created by the CLGC. Two classes of vendor licenses have yet to become a factor, but the immediate addition of Internet Sports Betting Licenses was critical.
