Is Sports Betting Legal In Texas?
Sports betting is not legal in Texas. Texas is one of the few remaining large market states that has yet to legalize sports betting.
The 2023 legislative session closed without any movement on sports betting. Since the legislature in the state meets every two years, the soonest sports betting could be legalized is 2025. The most recent bill introduced to the Texas state legislature was HB 1942, which was ultimately shot down.

- Nov. 29, 2023: The owners of Las Vegas Sands acquired a majority ownership stake in the Dallas Mavericks, potentially paving the way for sports betting discussions in the state.
Texas Sports Betting Background
During the 2023 legislative session, the Texas legislature had two gambling bills – one for casino resorts (HB 2843) and one for online sports betting (HB 1942) that received House approval. A resolution proposing a constitutional amendment that would put sports betting to a vote on the November ballot passed the House 100-43. But Lt. Gov Dan Patrick used his power as Senate president to halt the resolution and bills before a Senate vote. “We don’t waste time on bills without overwhelming GOP support,” Patrick said.
Since then, Mark Cuban has sold his majority stake in the Dallas Mavericks to Las Vegas Sands and plans to build a resort and casino adjacent to the team’s next arena if sports betting can get passed.
Texas Markets & Sports Teams
Texas would be a key state for sports betting. We have already seen states like New York, Michigan, Ohio, and Pennsylvania embrace legalized sports betting and casinos while Texas remains an outlier. The state could could allow professional sports venues to offer sports betting, and many sportsbooks would be lined up to begin operations in Texas.
Dallas
Dallas is one of Texas’ largest cities and is home to three professional sports franchises. You have the Dallas Mavericks (NBA), Cowboys (NFL) and Stars (NHL). Austin
